Data and Continuous Quality Improvement Manager

The Data/Continuous Quality Improvement Manager is responsible for monitoring performance outcome expectations for all program content areas, including Family Services, Health Services, child development services, and professional development, and evaluating their performance against defined standards and goals. It is the responsibility of the Data/Continuous Quality Improvement Manager to ensure that all program services delivered are compliant with all relevant external Head Start and Early Head Start regulations, including state licensing requirements, as well as all internal and applicable Illinois Prevention Initiative and Illinois Preschool for All policies and procedures.

This position requires an effective partnership with the entire Early/Head Start Network (EHSN) Team to ensure that quality improvement efforts are well-integrated rather than fragmented. Under the direction of the Data Director, this position will manage program databases, maintain a structured program monitoring system for Continuous Quality Improvement, and conduct program data evaluations to measure compliance, quality, and outcomes, ensuring program targets are achieved.

Reporting to the Head Start System Administrator you will:

MAJOR RESPONSIBILITIES:

Data Monitoring

  • Monitors all aspects of Early/Head Start Network monitoring processes, including those related to Continuous Quality Improvement, completion and review of Periodic Performance Reports, documentation of findings, and follow-up.
  • Facilitates monthly data monitoring with the Early/Head Start Network team, providing recommendations and ensuring data is utilized to guide planning and inform and strengthen practices.
  • Collaborates with Early/Head Start Network to monitor and improve the database system(s), including developing and revising grantee manuals.

Implement Systems

  • Collaborates with the Early/Head Start Network to monitor the management of all data systems, including training, technical assistance, and service delivery for the Early/Head Start Network, directly operated programs, sub-recipients, and partners.
  • Continuously uses evaluation from various monitoring and other activities to improve the quality and efficiency of documentation and program implementation.
  • Act as a Child Plus Database Administrator to design modules, reports, and monitoring capabilities to ensure quality and compliance; Conduct audits to ensure accurate Child Plus data

Communication

  • Collaborate with the data team and the Start Early Research and Evaluation team to research, synthesize, and analyze data, including internal and external reports, education trends, and community characteristics, in support of the program strategy, projects, and information needs of the Head Start grant.
  • Aggregates and disaggregates data for analysis by management and governing bodies. Collects and prepares data from internal and external sources. Prepares reports for the management team, Policy Council, and service areas.

T/TA

  • Provides training and technical assistance to recipient, directly operated, sub-recipient, and partner programs on ChildPlus inputting process and general computer concerns. Trains new employees in proper data entry workflows.

Risk Management

  • Prepares data dashboards for ongoing monitoring. Assists in developing workflows for each component to streamline consistent data entry.
  • Collects, tabulates, and enters information into the ChildPlus data system regarding program concerns and areas for improvement. Reports weaknesses in data management and proposes corrective action.

Collaboration/Coordination

  • Works in collaboration with EHSN to connect proposed policies, procedures, and forms to requirements and resources to ensure attention to new requirements from funders or regulatory agencies.
  • Facilitate reflection on the impact of the proposed policies, procedures, and forms provided to directly operated, sub-recipients and partners.
  • Collaborates with the Director of Data to develop methods for data collection and extract data as required from Child Plus, TS GOLD, and other data systems used by the Early/Head Start Network, transforming data into actionable information. Communicates performance improvement priorities and results using narrative and appropriate data visualization methods.

KNOWLEDGE, EXPERIENCE, AND EDUCATION:

Education: Master’s Degree in management, business administration, organization development, statistics, Social Work, or closely related field.

Related Experience:

  • Minimum of five years of data collection, management, or research/evaluation experience, including experience in a comparable role.
  • Knowledge and/or understanding of:
    • Data analysis and research techniques,
    • Head Start program policies.
    • In-depth knowledge of ChildPlus
    • Knowledge of PIR.
    • Knowledge of TS Gold
    • Knowledge of OHS Monitoring Protocol

Training or Competency:

  • Ability to identify agencies need’s and demonstrate or document how ChildPlus.net can help.
  • Strong interpersonal, relationship building and communication skills and the ability to work effectively with potential agencies with a high level of professionalism.
  • Ability to keep abreast of new developments in the Head Start industry to ensure that all verbal and written communications align with changing needs.
  • Ability to review and analyze data and design meaningful approaches to measure data for outcome and progress reporting.
  • Strong competency of computers and computer programs such as Microsoft Excel, presentation software such as Adobe or others, and an ability to understand and learn new software.

Base Annual Salary: $77,400.00-$90,000.00

Grade: 16

As of the time of this posting, this is the expected base annual salary range. The base annual salary will be based on a wide range of factors, including skills, qualifications, experience, as well as business needs and limitations.
